ADR and National Election Watch (NEW) have analysed the vote share for the 542 constituencies in the Lok Sabha Elections, 2019, as elections for Vellore constituency got canceled.

1. The winners of the Lok Sabha Elections, 2019 won by an average of 52.7 % of total votes polled. 2. 132(57%) out of 233 winners analysed with declared criminal cases have won with a vote share of 50% and above. 3. 313(66%) out of 475 crorepati winners analysed have won with a vote share of 50% and above. 4. 7 winners have won with margin of victory of less than 2000 votes. 5. 3 winners have won with more than 50% of margin of victory. 6. 115 out of 233 winners with declared criminal cases have won against a runner up with a clean background. 7. 54 out of 475 crorepati winners have won against a non-crorepati runners up. 8. Among the 542 winners,78 are women. 9. Among the women winners, Darshana Vikram Jardosh (BJP) from Surat Constituency in Gujarat has won with the highest vote share, i.e. 74.47 % in her constituency and 51.3% of margin of victory. 10. Declaration of assets by the National Parties – FY 2016-17 & 2017-18 1. The total assets declared by the 7 National Parties during FY 2016-17 amounted to Rs 3260.81 cr which increased by 6% to Rs 3456.65 cr during FY 2017-18. 2. During FY 2016-17, the declared assets of BJP totaled Rs 1213.13 cr and increased by 22.27% to Rs 1483.35 cr during FY 2017-18. 3. INC and NCP are the only 2 National Parties to show a decrease in their annual declared assets. The total assets of INC between FY 2016-17 & 2017-18 decreased by 15.26% (from Rs 854.75 cr to Rs 724.35 cr) and that of NCP decreased from Rs 11.41 cr to Rs 9.54 cr (by 16.39%). 4. The total assets of AITC increased from Rs 26.25 cr during FY 2016-17 to Rs 29.10 cr, an increase of 10.86%. During the FY 2014-15 when Lok Sabha Elections were held, National Parties declared the highest amount of donations without PAN details worth Rs 275.76 cr or 62.82% (705 donations) and the highest amount of donations with incomplete/incorrect PAN details of Rs 6.887 cr or 47.01% (9 donations).

Key Finding 1: The total Capital/ Reserve fund set aside by the Regional Parties during FY 2016-17 was Rs 1227.59 cr, and Rs 1258.45 cr for FY 2017-18, after adjusting for liabilities for the respective years, from the total assets of the parties. Key Finding 2: For FY 2017-18, SP declared the highest capital of Rs 58 3.22 cr followed by Rs 189.41 cr of AIADMK and Rs 183.59 cr of DMK. Key Finding 3: During FY 2016-17, JDU declared the lowest capital fund of Rs 2.887 cr followed by MNS (Rs 8.218 cr) among the top 10 regional parties. Key Finding 4: The reserve funds of JDS increased by 1281.97% from Rs 0.61 cr in FY 2016-17 to Rs 8.43 cr in FY 2017-18 while that of JDU increased by 357.64%. Key Findings: 1. Sitting Re-Elected MLAs: Maharashtra Election Watch and Association for Democratic Reforms (ADR) have analyzed the affidavits of 101 sitting MLAs who were re-elected in the 2014 Assembly Elections or in bye-elections till 2018. 2. Average Assets in 2009: The average assets of these 101 re-elected MLAs fielded by various parties in 2009 was Rs 5.38 crores. 3. Average Assets in 2014 Elections: The average assets of these 101 re-elected MLAs in 2014 is Rs 13.89 crores. 4. Average Asset growth in 5 years (2009-2014): The average assets growth for these 101 re-elected MLAs, between the Assembly Elections of 2009 and 2014 is Rs 8.50 crores. 5. Percentage growth in 5 years (2009-2014): Average percentage growth in assets for these 101 re-elected MLAs is 158%. Key Findings: 1. Crorepati Candidates: Out of the 3112 candidates analysed, 1007(32%) are crorepatis. In 2014 Maharashtra Assembly Elections, out of 2336 candidates, 1095 (47%) were crorepatis. 2. Party wise Crorepati Candidates: Among major parties, 155(96%) out of 162 candidates analysed from BJP, 126(86%) out of 147 candidates analysed from INC, 116(94%) out of 124 candidates analysed from SHS, 101 (87%) out of 116 candidates analysed from NCP and 52(53%) out of 99 candidates from MNS have declared assets worth more than Rs. 1 crore. 3. Average assets: The average of assets per candidate analysed in the Maharashtra Assembly Elections is Rs 4.21 Crores. This story began on November 10, 2007, when the veteran RTI activist Subhash Chandra Agarwal filed an RTI application “seeking information on declaration of assets made by the judges to the Chief Justices in the States”. The information was denied by the Central Public Information Officer of the Supreme Court “stating that information relating to declaration of assets of the judges of the Supreme Court of India and the High Courts was not held by or was not under control of the Registry of the Supreme Court of India”. On first appeal to the appellate authority, Agarwal was told he “should approach the CPIO of the High Courts and filing of the application before the CPIO of the Supreme Court was against the spirit of Section 6(3) of the RTI Act”.
